Enemies often simply ignore the stagger effect in Havok mode. I’m a psyker and use a fire staff. In the Psycarium, by spamming light attacks, I can keep enemies in an endless stagger loop. But in real game, the effect often doesn’t work, causing me to take damage and die.
Since enemies in Havoc Mode gain extra stagger resistance, if you want to practice, I suggest turning on the Havoc function in SoloMod rather than fighting regular enemies to accurately measure enemy strength in Havoc Mode.
Your class abilities, weapon blessings and other loadout bonuses are not designed around Havoc Mode, so this mode will put you to an extremely brutal test—testing your knowledge, experience, skill, and above all, luck.
Yes, I know about Havok’s current modifiers. I’m talking about common enemies who aren’t affected by any of the effects: groaners, dregs, poxwalkers. Sometimes I can’t stun the pox hound and it attacks me.
The problem may not be with the stagger effect itself, but with the game engine or server not registering the hit on the enemy.
