Stagger Reset

Issue Description:
Hitting certain enemies with enough stagger while they are already staggered resets their stagger state. If they are hit again, they act as if they were hit with no stagger at all and may revert to a lesser or equal stagger state. This affects all non-elite ranged enemies, most Elite enemies, and some Special enemies. Notably unaffected (and functioning as intended) are the Scab Mauler and Scab Gunner.

Steps to Reproduce:

  1. Enter any mission or Psykhanium
  2. Find one of the enemies listed above
  3. For most obvious example, apply enough stagger to throw them to the ground
  4. Then hit them again, and watch as they spring back up (if the stagger was less than the required amount for a throw), or get thrown again (if the stagger was enough to throw them)

In this video I showcase a number of basic enemies and Elite enemies. Scab Bruisers and Dreg Bruisers are completely unaffected and function as intended, while the other basic ranged enemies get their stagger reset on the next staggering hit. The Scab Mauler is notably unaffected. The Dreg Gunner is affected, but the light attack does not deal enough stagger to stagger it normally like on the non-elite ranged enemies, and thus has no effect. This problem is particularly egregious on both Rager enemies.

lmao they just fixed that a few months ago in VT2, when they updated it to make sure lesser stagger states didn’t override bigger stagger states
