Melee attacks by enemies have increased stagger on players

Issue Description:
Since the new patch there has been an increased stagger from enemy melee weapons that wasn’t addressed in patch notes. An enemy hitting players now has a stun/stagger time that is almost equal to before patch toughness break stun/stagger. The time for new stagger hits seems to be 60 frames on Youtube and 30 frames on Youtube for old stagger before being able to fire.

Steps to Reproduce:

  1. Play any mission as Veteran Sharpshooter
  2. Equip Kantrael MG XII/Agripinaa Braced Auto Gun (those are only types tested so far)
  3. Let a melee enemy attack while having full toughness
  4. Take high stagger
