This has been in the game since the beginning. Knockdown enemies suddenly standing up without the expected transition, because a new stagger state was applied to them on hit.
Enemies ignoring staggered applied to them by hits and pushes, because they are targeting someone else.
We could add to this enemies ignoring player mass and phasing through them, but then I would imagine this isnt part of the code responsible for handling stagger states.
