Devastating strike blessing has 4 levels but no numerical value change

Issue Description:

I see that weapons with the blessing Devastating Strike have 4 levels for that blessing but the description looks like it should be a single level blessing (ignores enemy hit mass on critical hit).
Should it be single level or is the description missing a value (like a duration) ?

The increased blessing level seemingly only inflates the weapon rating, but it doesn’t do anything more as far as i’ve seen at least.
