It’s a fact that Game Balance is a fickle thing. You are always going to have over and underperforming weapons. I don’t think this is the kind of thing you should be addressing solely in big updates. You push a patch every two weeks to update the shop and fix a bug or two, can you use that opportunity to slightly change some numbers on a few over/underperforming weapons?
Even if that’s not the final state and you are planning a full rework, consistently shifting the meta every 2 weeks with a slight buff and/or slight nerf, strictly to numbers, would keep things from getting stale. It’d also have the added benefit of slowly nerfing problematic weapons overtime instead of only dropping big changes every quarter. I know ya’ll are afraid of doing a Helldivers 2; a consistent, reliable and short balance cycle ensures you can fix any balancing mistakes you make much faster. And that you’ll have fewer mistakes to fix than if you withhold all of them for a big update.
A faster re-balancing cycle separate from content would allow for more iteration, experimentation, and risk management. It’d also give your community more to talk about between blogs and more importantly, it’d give us hope. Hope that any particular problem might get addressed in a matter of weeks, and not a matter of months.
