Citadel of Eternity always unlocked?

So I completed all the expeditions and eternity citadel on champion, and came back to the chaos wastes screen to find I can replay the eternity citadel expedition again without needing to restart the other expeditions.

Is this intended? My understanding was that once you beat the citadel it would lock out again and require you to do 3 expeditions to unlock.

No, you can complete it as you wish in custom games once you finish it, same way you can run Skittergate after completing it without running the whole campaign again.

Oh ok, thanks for that. I just wanted to make sure it was intended before assuming it was a bug.
