Cannot join a friend's strike team

Cannot join a friend’s strike team.
It works for players on my mourningstar lobby, but not for my friend. We are on different regions, does that matter? If so, can I change mine?

When trying to join strike team: Your request to join strike team was denied. (instantaneous, no invite shows up for my friend)
When trying to invite friend to strike team: The invitation to the strike team was unsuccesful try again later.
