Issue Description:
When trying to join a friend’s match/strike team that’s in progress, it repeatedly says the attempt was unsuccessful. However, other player entering the matchmaking queue can join that match.

Repro
- In player hub, find friend in mission
- Attempt to join mission in progress
Result: After ~5 seconds, error message (above) displays consistently.
