Bloodletting not giving crit chance stacks on a killing blow STILL has not been fixed properly

Issue Description:
Bloodletting STILL doesn’t properly give crit chance stacks when you get a killing blow on a bleeding enemy.

Steps to Reproduce:

  1. take bloodletting feat
  2. hit and kill a bleeding enemy
  3. don’t gain crit chance stack
