Bloodletting feat *still* fails to give stacks on killing blow in missions

The Preacher feat Bloodletting still does not work properly in actual matches, and still fails to give a crit chance stack when you deliver a killing blow to a bleeding enemy

Steps to Reproduce:

  1. equip bloodletting feat
  2. crit an enemy without killing it to cause bleeding
  3. subsequently deliver a killing blow to the enemy while it is bleeding
  4. observe no gained stach of crit chance

gain a stack on first hit after the chastise crit, don’t gain one on the second hit which kills the target
