For me it works on other weapons, just not correctly, it seems to only give you the buff when you melee crit something already bleeding, as opposed to just hitting something that is bleeding as the talent says, so unless you have something fast or likely enough to crit within the bleed duration, the buff doesn’t seem to appear. Also, it stacks up to 3 times, even though the buff, based on the description, doesn’t stack?
So right now it works like this, crits apply bleed, if you crit something already bleeding you get a buff that stacks up to 3 times, feels like it increases crit chance, unsure if that chance increases as it stacks.
Even if the talent worked as it should, low bleed dmg along with low enough base crit chance on melee essentially REQUIRES weapon or an crit chance melee like knives/axes with fast attack; along with the right weapon it needs to be taken along with the dmg reduction feat, a little bit TOO niche , especially at lvl 10. Needs a fix + a rework imo. But 100% a fix.
