At the end of the day it all comes down to profits for Sony.
Sony (like every other giant corporation) wants to present a W to their shareholders (Daddies), big numbers and numbers directly within their ecosystem gets their Daddies very hard for all the passive income they’re raking in and that earns Sony the praise it craves from Daddies (as well as the ability to not pay people who actually make the business function while handing out bonuses to C-suite).
If they take a hardline stance and that affects the big numbers their Daddies like to see, then they have to own the L on earnings calls with them and tell them they’ve been a bad piggy bank and they won’t be praised, but they’ll still hand out bonuses to C-suite… because they’ll just fire a ton of folks who actually do make the company function…
No matter what number always go up for these degenerates.

So it is to the Dev’s discretion after all, because if it was really down to the publisher alone, they couldn’t come out and say “Oh if a better solution isn’t provided, we will bend the knee for those in regions without PSN”.

To me it’s clear. Sony came to the Helldivers 2 team and said “Listen here, if you manage to get 100% conversion on Steam to PSN accounts, you get a really nice bonus” waves money in face.
Dev: “Oh yes, I like even more money. Let’s do it!” Makes the policy change, then sees backlash
Dev: “Oh this might be a little hurtful for us. Perhaps I will backpedal a little. In the meantime let’s blame it on our publisher, but not without also insulting those giving backlash”.
No, this is 100% clear now. These guys made the decision. Otherwise they couldn’t promise to make an exception for -group X-. They’d instead say, that they can’t promise anything.
