Arbitrator Terminus Warrant keystone rework idea

Hello I enjoy playing Arbitrator. The Terminus Warrant keystone is the most lackluster of the keystone’s Arbitrator has, and I think that solely comes down to how it’s designed. You lose stacks way too heavily in one direction depending on weapon usage/playstyle, losing all keystone value. For example, Havoc games lean heavily towards melee, and Terminus Warrant will spend a lot of the game with too many ranged stacks than it knows what to do with.

Current melee keystone sidegrade: While you have stacks of Melee Justice, you gain an additional +100% melee toughness regeneration. Allies in coherency replenish +25% of any toughness you replenish.

Proposed change: Ranged Attacks grant an additional +5 stacks of Melee Justice. Swapping to your melee weapon while at 30 Melee Justice stacks or higher grants you +15% melee rending and +15% attack speed. While you have stacks of Melee Justice, you gain an additional +100% melee toughness regeneration. Allies in Coherency Replenish 25% of any toughness you replenish.

Current ranged keystone sidegrade: While you have stacks of Ranged Justice you gain +20% reload speed.

Proposed change: Melee attacks grant an additional +5 stacks of Ranged Justice. Swapping to your ranged weapon while at 30 Ranged Justice stacks or higher grants you 25% Critical Strike damage and 25% Weakspot Damage, and 15% fire rate. While you have stacks of Ranged Justice you gain 20% reload speed.

Picking one side will lock you out of the other.

Final keystone sub-upgrade proposed idea: Increases max amount of Stacks from 30 to 50.

To let people spend an extra point if they want an easier time keeping the stacks to be able to use their part of the keystone. I understand these changes could make the keystone stronger than the other two, but what I did was basically put the already existing nodes and merged them down from 4 → 2 and added a 3rd. It would make the keystone a less convoluted and more viable/fun thing to use and have a more solid choice between ranged focus and melee focus.
