At first I thought it would trigger with toughness damage receive, but turns out it’s only for health damage. So basically it’s a 25% health damage reduction but the worst version possible. There’s no reason to pick it as the other 2 feats in the same tier are very useful to have.
Suggestion: Make it trigger with toughness damage receive as well as health damage, then balance the number as you see fits.
