Sorry I got a little unhinged but a lot of your statements are massively over-exaggerated.
You say Toughness Regeneration is a problem:
5% per Kill (poxwalkers aswell) from every enemy → Out for Blood
10% instantly from every special/elite with 20% over 10sec for each →Confirmed Kill
15% Toughness and up to 30% TDR from Weakspot kills (poxwalkers count aswell)→ Exhilarating takedown. Only this one is on “Weakspot Kills”
These are the first 3 perks the Veteran can take. It’s 15+20% toughness on elitekill, another 15% from weakspots. You kill a single elite with a weakspot, you get 50% of your toughness back. That’s not weak, that is strong.
TDR is also really, REALLY high without even specializing on Veteran.
50%(!) for just existing (Iron Will), another 33% for existing near your teammates (Close Order Drill). There is nothing you need to do to gain 83% TDR. And you can also get another 30% from weakspot kills. So I think it’s fair to say Veteran has more than enough TDR, especially if we consider Vet to be more of a ranged class.
The Recon Lasgun Vet is good imo because Infernus stacks really fast on it. Reciprocity gives Veterans a +25% critchance just for dodging, which you should be doing all the time. Another 5% on the gun itself and you’re critting all the time if you just keep shooting.
So you don’t really need headshots to do damage. It’s still recommended tho.
You also don’t use ammo on crits if you build your Recon Lasgun Vet right.
Now we get to the Blitzes on Veteran
You have lots of free Grenades. 1 free Grenade every minute from Demolition Stockpile alone. In higher difficulties another one every minute from Demolition Team if you stay in coherency. So one super strong one grenade every 30seconds. For the absolute bargain of only 2 talent points. That is insanely strong
And then you can also get another HUGE boost in tankiness with VoC while casually throwing down all the enemies around you.
I would really like to know what build you are using that makes you think Veteran deserves buffs.
There are underperforming weapons and underperforming skills, but overall Veteran is really, really strong.
