Using the last stack of Empowered Psionics when using BB will overload you

Issue Description:
If you use brain burst and empowered Psionics, and consume the last stack you have at 100% peril using brain burst, you will overload.

Steps to Reproduce:
Get Empowered Psionic stack, get 100% peril, cast BB

Reproduction Rate:

100% Reproduction rate
