Issue Description:
If you have a Empowered Psionics charge your Right Click on Brain appears to charge faster, but will cancel if you try to use it at full charge, unless you wait for the full base charge time without empowered psionics.
Steps to Reproduce:
Have empowered Psionics, attempt to use Brainburst with an active Charge. You will notice that the Horizontal flash on the target, indicating an active Brainburst, does not happen until the full base charge time has elapsed. If you attempt to cast the Right click before the full base charge time, even though your charge bar is full, It will cancel.
