Unintended(?) Side Effect of New Mission Board

People working on Penances took a hit here. When different difficulties had different missions there were more chances to find a mission that progressed a Penance. I play Aurics but didn’t mind dropping to Damnation if there was no mission to progress what I was working on.

It mostly isn’t a big deal early on as there are so many penances, but as you get down to less and less it becomes more noticeable. Just one more reason to let players create lobbies like we did in VT2 and make things like Grims/Scrips in every mission. It would be a little more difficult to integrate the special mission effects though, there are some downsides there.
