Issue Description:
Not sure if this is a bug or not, but at the very least it is pretty unintuitive. Unchained’s level 30 talent ‘wildfire’ reads that it increases the stagger power of her career skill ‘living bomb’. And indeed, slotting the talent enables you to stagger monsters like rat ogres or chaos spawn.
Apart from this however, the stagger strength stays the exact same as the baseline ‘living bomb’ skill. Meaning that even with ‘wildfire’ slotted, in legend/cataclysm difficulty you are still unable to stagger enemies like chaos warriors during certain attack animations (like their overhead attack) or casting blightstormers. This is in stark contrast to all other career skills in the game that can stagger monsters, since they are all able to stagger chaos warriors regardless of their current attack animation, even their overheads. So this might be a bug/oversight.
Imo, any attack that is able to stagger the biggest and (generally) most stagger resistant enemies in the game - monsters - should also be able to stagger any normal elite/special enemy as well. Unchained’s career skill buffed by the ‘wildfire’ talent should behave exactly like mercenary’s ‘moral boost’ or witch hunter captain’s ‘witch hunt’ in regard to its stagger strength.
Steps to Reproduce:
Play unchained on legend/cataclysm difficulty with ‘wildfire’ talent slotted. Then wait for a chaos warrior to start overhead attack and attempt to stagger him with her career skill.
Furthermore, you can compare her career skill with and without ‘wildfire’ against any enemy that is not a monster. Being able to stagger certain attack animations or not will be the same regardless of ‘wildfire’ being slotted. It doesn’t change anything.
