I think it is the wrong assumption that all this randomness will make it a better candidate for a modular customization system.
Customization would just, even more, lean into “fixing” bad rolls.
The core issue is that we have random properties on weapons.

I hate RNG in any form so I am always against it. I always prefer “do X, receive Y” no matter how hard X is. At least I know what I will get once I do it and I can work towards something.

RNG is gaming sickness since first MMOs.

Overall, I do think Fatshark has really taken away player agency with so much RNG. Specifically to add to your point, I would say the inability to select the map, difficulty, modifiers, private (solo) or public match are also a big part of the game promoting bad player cohesion (not necessarily toxic).

Since we all have to pick from preset maps, you would think we will match up with like minded people, but that isn’t always the case. For example, a map with a secondary objective and a special event might just be the only option at the difficulty someone wants to play at so they pick it. Now that means you may have someone who just wants to power level their character, paired wtih someone looking for books, paired with someone who just wants to play the game and kill stuff at a leisurely pace, but not look around for books, and another person trying to complete random penance challenges. This is a worse case scenario, but I am definitely seeing this divide in missions between people who want to find books and those who don’t.

This could be easily cured if people communicated, but they don’t. I always ask if everyone wants to find books, or speed run before just going off and doing my own thing because if they say go to heck I could always leave and find a new group.
