The rampage blessing on my power sword only activates on cleaving horde units, easily replicated in the training room.

A… I do not know, but “one special” is not “Multiple Hit”. Try hitting several specials at the same time and it should trigger.
At least that’s the way it was in VT2. So far in DT the “hit one target” and “hit multiple targets” triggers worked for me flawlessly (I am playing Ogryn).
I hit both specials near the mauler and it didn’t apply, it may be specific to this skill on the power sword

Okay, so mayhaps the text is only incomplete. At least you know how to “work around” the problem, but yeah, I hope they fix it (the blessing or the text).
How many enemies did you hit in one swing when trying to activate it with specials?
Can you try to hit that many units of horde units in one swing and seeing if the buff is active?

I’ve gotten it to trigger by pushing a 3 of the flak armored units together, but it takes all 3. 2 won’t trigger, so I’m not sure what FatShark defines as “multiple”.
So far I’ve tested on the following:
2 infested - won’t trigger
2 unarmored - won’t trigger
2 flak - won’t trigger
3+ infested - will trigger
3+ unarmored - will trigger
3+ flak - will trigger
You may just inadvertently be hitting more than 2 horde units. Try pushing 3 specials together.
