Tactical Reload Only Checks at the Start of the Reload

Issue Description (Required):

The Veteran’s “Tactical Reload” talent states that you get a 20% reload speed boost while reloading if your weapon contains ammo. Normally, this is fine, because most of the Veteran’s weapons simply reload the whole magazine at once; but for one-at-a-time weapons like the Mk2 Revolver and Shotguns, the talent does not trigger in the middle of a reload if you start from empty. You must cancel the reload and start another before you can get the bonus.

Steps to Reproduce (Required):

  1. Use the Zarona Mk2a Revolver, or any Shotgun. Make sure you have Tactical Reload equipped.
  2. Fire a few shots, then reload. Notice your faster reload speed.
  3. Unload the whole thing, then reload. Notice how, after the first shell/bullet, your reload speed does not increase, despite your weapon containing ammo.
