Issue Description:
Surgical blessing is worthless on every weapon it can appear on.

Steps to Reproduce:

  1. Equip any weapon with Surgical blessing
  2. Play any mission or meatgrinder.
  3. Notice how it takes roughly 2 seconds before the first stack of crit chance activates while aiming down sights.
  4. Realize that no ranged weapon with this blessing has a delay of two seconds between shots, even with charge time. Realize that stacks dissappear after each fired shot. Also realize that when there are enemies on screen, you should be shooting again as soon as you can / as soon as a new target is in your sights.
  5. Further realize that because of these simple facts, this blessing is non-functional.

Shred is also really bad for its condition, being tied to chains (hit 3+, continued attacks with no hitstun taken, immediately gone when chain stops). Its like no you don’t get crits from blessings.

Well if the buff indicator mod is to be believed shred also seems to stack per enemy cleaved eg one light to heavy on Claw IV and you’re at max stacks in a horde, so that one seems mostly fine to me.
