I have Surgical Rank 2 with a bolt pistol. In meat grinder, I can aim for 10 plus seconds before shooting, and it will 99% of the time not proc a critical. Every now and then it will, but mostly not. I understand it uses all stacks on first shot, but even first shot will not proc no matter how long I aim.
