Surge blessing on Electrokinetic force staff doesn't work on charged attack

Issue Description (Required):

Surge blessing on the Electrokinetic staff works only on the primary attack but not the charged attack. Tested in Psykhanium, critical strikes correctly send two bolts of primary attack but charged secondary attacks only sends one lightning.

Steps to Reproduce (Required):

  1. Attack elite mobs in Psykhanium
  2. Primary attack correctly shows double hit damage on critical strike.
  3. Secondary charged attack only strikes once, for a normal critical strike instead of the expected double attack.

Yes, and I’ve tried disabling them
