Issue Description:
Hello I could use some help regarding performance issues.
I’m running the game on a i7 8700k (12 threads), 16gb Ram and an AMD rx 6650 xt.
Sadly i experience a weird stutter / frame drops independent of which video settings I choose.
The frame drops occur in every mission (even in the hub) at random times and are most noticeable if I turn my camera around fast.
I set worker threads to 8, chose lowest video settings and even got it a little lower by turning the sliders all the way down.
I feel like something is wrong because the stutter/frame drops are still there and maybe someone can help me (or at least tell me it’s not my fault because they’re having the same issues).
Playing on only 1920x1080 I feel like the game should perform a lot better on the latest generation GPUs with every setting turned down.
Steps to Reproduce:
- Go to the hub or a mission and run a around for a bit.
- experience frame drops from high 80s to low 50s independend of whats on the screen.
- can sometimes be triggered by fast camera movement.

Edit: Now I even went into the config file and turned off everything (even shadows). My game looks like out of 2010 and runs on 100+ fps. Sadly the occasional stutter/frame drops persist
