Issue Description (Required):
Stimm Supply with Fast Acting Stimms can apply Cartel Stimm buffs while Cartel Stimm is active or on cooldown. The bug occurs when the player leaves and reenters the Stimm Supply field.

You can see a 'skip_talents' argument is provided in the other places where the buff is applied, but it is missing in this case.
Steps to Reproduce (Required):
Make sure you have both the Stimm Supply and Fast Acting Stimms talents.
- Use Cartel Stimm. It doesn’t matter if the stimm is active or allowed to expire and go on cooldown.
- Use Stimm Supply at your location so that you are inside the stimm field.
- Leave and reenter the stimm field.
- Observe that the stimm field has given you the effects of the Cartel Stimm. This is verifiable for players using the crit chance stimm and the Show Crit Chance mod.
