I don’t think it was meant to be unbalanced, it just ended up being unbalanced. It was meant to be a challenge mode with increasingly hard modifiers and that doesn’t inherently mean you can’t have varied builds in there, although in the current fundamental game balance that’s how it ends up working.

first of all great summary of whats “wrong” right now with ogryn&havoc.
not so much with ogryn as a class, as you said up until auric maelstrom i got no trouble carry and clutch matches.
come havoc i’m supposed to be the water boy?
and here’s the wild part:
while posting my recent match on reddit (yeah i know boosting my numbers 
) one dude unironically suggested how carried i got, not speccing to boost the zealots performance.
not that such comments are any water off my back
but the casualness with which it was implied its my job as ogryn to purely pick support talents even at the expense of personal effectiveness (which in his mind is 0 as ogryn to begin with) shows everything wrong right now with havoc as zealot/psyker simulator

I was going to make a post similar to yours - but i’ll just piggyback onto this from my veteran perspective.
The advantages of plasma gun become unavoidable for havoc.
No other gun is able to penetrate cover - this is plasma gun’s single greatest advantage and it is HUGE.
Other guns are able to penetrate multiple targets (such as revolver and agripinaa shotgun slugs), other guns have great ammo economy and damage (like hellbore), but nothing else is can burn things down the way plasma gun can through cover - and being able to deal damage while being safe to do so is a HUGE part of havoc. Plasma gun covers everything, great damage, ammo economy, a large enough magazine to avoid reloading issues and great penetration.
I honestly hate that you’re essentially forced into it. I’m generally okay with where the plasma gun is in terms of balance - but I feel other guns need to be brought up to it’s level.
that’s it, sitting in that party finder and depending on randoms to make a team kills the fun.
