Sharpshooter Level 30 "Counterfire" Feat Not Working in Missions

Issue Description:
The Sharpshooter level 30 “Counterfire” feat does not work in actual missions as described. The feat is supposed to highlight all shooters; however, it does not do so most of the time in a mission. Even when it does, it only highlights a couple instead of all of them.

Additionally, it is supposed to increase Volley Fire duration on killing any highlighted shooters/targets but does not do so. Testing in the Psykhanum shows the proper actual behavior, where you can kill shooters using Volley Fire and ADS/using the secondary action of your weapon and it will extend the duration properly. In an actual mission, however, it does not do so.

Steps to Reproduce:
[Please add the steps that can help our QA department in reproducing the issue. For example:]

  1. Play any mission as a Veteran (Sharpshooter) using the level 30 “Counterfire” feat.
  2. Activate the “Volley Fire” ability
  3. Many shooters will not be highlighted despite feat description and Psykhanum behavior.
  4. Use ADS/secondary weapon ability to kill any shooters.
  5. Highlighted or not, duration also does not extend properly as it should on killing shooters. Works normally on typical elites.

Reproduction Rate:
90+% Reproduction for Shooters not highlighting.
100% reproduction for shooters being killed but not extending the duration of volley fire as outlined.

  4. Locate the console log that corresponds with the session in which the issue occurred, by looking at the timestamps in the log names
