Just a bump to post that a bug report describing this design has been tagged “Acknowledged” as opposed to “Not-a-bug” so maybe they are looking at it.

Counterfire talent fails to designate "-all Shooters as Priority Targets."

Issue Description: Talent “Counterfire” states - “Volley Fire now Designates all Shooters as Priority Targets” but does not designate flak armored Dreg shooters. Steps to Reproduce: Take Veteran to Meat Grinder. Take talent “Counterfire” Look at shooters and activate “Volley Fire” ability.
