Or turn them down by a factor of 10 so they are the rarest enemy and you almost never encounter them.

Havoc event that spawns 4-5 of them at the same time thinks otherwise.
Tox Bombers are the plaguing Auric missions too (no pun intended).
Seems every minute another one spawns. Then my screen turns completely green and I have to wait while the game goes on without me. This is not fun.
