Reciprocity are still not activated by Gunner/Reaper attacks

As titled and the same applies to Scum’s Quick and Deadly and the blessing Desperado.
The bug has persisted for a long time. Why has it never been patched, or is this intended to be this?

However, Duck and Dive activates normally. What is the difference?

Steps to Reproduce (Required):

1.Equip Reciprocity/Quick and Deadly/Desperado
2.successfully dodging a Gunner attack
3.no buff activation

Not a bug. Pretty much every “on dodge” talent/blessing in the game does not proc on dodging Gunners, Reaper, Sniper, and disabler attacks (Pox Hound jump, Trapper net, Mutant grab) and has been this way since something with an “on dodge” proc condition was introduced. Duck and Dive just gets to be special.
