Question about Havoc stat modifier

My Ogryn had 240 HP and ~120 Toughness on Havoc 10, why?
He should have had 300HP and ~140 Toughness.

Is there stat modifiers I do not know about? How do I see them?

Also, how do I fix 9999 Error?
