Issue Description:
Sienna receives a faster firing rate with bolt staff and beam staff, but does not receive faster fire rate for fireball staff, coruscation staff, conflagration staff, or flamestorm staff when dissipating Rictus is active.
Steps to Reproduce:
Equip specified weapons, cast ability with T6-1 skill selected, hold ranged weapon out, and hold right click while spam clicking left click.
