Issue Description:
Tried the Kinetic Flayer talent in the Psykanium. Procs fine, but if at max stacks it doesn’t refresh the duration timer for Warp Charges.

Reproduction Rate:
Constant (100%)
It still has to actually kill the enemy to give the stack. I’ve run it a fair bit and never noticed it not the refreshing my stacks at full. Could you provide a video of this happening?

Tried it out again, but can’t seem to reproduce it. 
Its working, just as alozara said above, the feat itself dont give WC, in order to get WC your BB need to actually finish a target just as if u cast it manually.
