That’s because there’s actually decimals in the stat sometimes, you may see 2 stats at 80% but them actually be 79.5% for example just it gets rounded up.

I spoke with the devs again.
There were two issues upon release of Unlocked & Loaded.
- Some Weapons May Show Their Max Stat Potential Incorrectly
On rare occasions when looking at a weapon card, the max potential stats distribution shown might not correspond to the actual values.
This will be usually signalled by a total potential stats value lower than 380.
The issue is only visual; the weapon card will update to the correct values once the first Empower operation is done on a weapon with incorrect values.
This issue was fixed with the latest hotfix 1.5.1.
- Incorrect Visual Rounding of Weapon Stats
On uncommon occasions when looking at a weapon card, the total value of the potential stats distribution shown might add up to 1% higher or lower than the maximum (380).
This is only a visual rounding issue, as the actual stats total will always effectively be 380 for every weapon.
This was initially believed to be a visual only issue. Now it’s been determined that it involves the backend delivering a value different than expected. The difference is small if it happens, but the rounding can make it appear larger.
You sending logs (and anyone else experiencing it) helps a lot with us being able to diagnose the exact issue.
I’m going to be updating the known issues area of the hotfix to reflect this.
For clarification
Last time i checked (14 hours ago), weapons that showed a sum of 380 max stats, would still sometimes change their displayed max stats, when upgrading them.
This change does NOT always occur upon the first empowering operation.
Sometimes, it happens after multiple empowering steps.
I have mostly tested this with flamer staffs, where two max stats were supposed to end up <80.
Especially ones, where the burn stat is <80.
In around 6 cases, the burn stat was affected. In all of those cases, the burn stat never went up. It always went down.

One observation I want to share with you, that might be a coincidence, but nonetheless: every 80/80/80/80/60 weapon broke on a round number empowerment round and while I was missing the latest cap of 500.
The wording is not perfect, but let me clarify: for example sapper shovel, mastery level was lower than 20 and so my maximum empowerment level was 400. The weapon broke when I empowered it from 390 to 400. Then after I got my mastery to level 20 I empowered it to 500 but the broken stat never recovered.
Other broken weapon or two also were broken on the exact same pattern. Again, I didn’t do much empowerments but the ones I did all share this detail.
Also number rounding can be different when looking into the gun in the main character screen and in the inventory screen. Btw this weapon was also of potential 80/80/80/80/60 but was broken by empowerment from 390 to 400 when I was missing full mastery and the empowerment cap was 400.
Totally random side note - but when receiving an emperors gift / mission reward, the display still shows the items “rating” from the old system.
