"Oodle" error, failed decompression, verify integrity

Issue Description:
Crashing when entering a game after character selection (any character), or after entering a mission (any mission), or after ending a mission (any mission). CTD with error message reading "Failed Decompress, #ID[de7b6199] error. Oodle detected corruption in compressed segment. Make sure that your game files are not corrupt by verify game file integrity in Steam

Have verified. Have reinstalled game. Have reinstalled onto different hard drives. All of these multiple times. Have upgraded to Windows 11. Nothing seems to work to fix it. Why is this happening in the first place?

And when none of these work? And if that’s the case, why is it whenever I install or verify, I’m still getting corrupted data from the servers that cause the crash?
