Necromancer skeleton commands voice lines not triggering as client

Issue Description:
When issuing commands to skeletons to attack or defend, and the Necromancer player is a Client and not Host, Sienna’s voice lines to her skeletons do not play.

Steps to Reproduce:
Be client, order skeletons to attack or defend.

Platform:
Steam

Reproduction Rate:
Constant (100%)
