Monk stagger thresholds seem overtuned

I’ve been testing stagger thresholds to interupt important enemy animations and I think plague monks are a large outlier. Pre-WOM they had almost equal stagger thresholds to Chaos Berserkers but now the difference is massive.
Power needed to interupt combo attack
Shield push ~30% Berserker ~125% Monks
Heavy Push ~65% Berserker ~147.5% Monks.
On top of this, monks don’t reach the heavy stagger animation where they fall over like berserkers for weapon attacks.

Indeed, Monks are a pain to deal with, since unlike Berserkers, you can’t CC them once they start their attack chain. Add in the fact that you have no idea who they are targeting (due to the lack of any audio queue) and can switch targets mid-swing.
