Mission board should be more consistent

Please make the heresy and damnation always have

Hi
Low
Then one that could be hounds, lights out or fog.

Pretty simple but when I feel like playing I just bring up the live mission tracker in Firefox and if it doesn’t have a modifier I want to play I just play something else.
