Mid-game Joining Load Times Are Inconsistent (Xbox One)

Issue Summary:
The time it takes to join a game that is already in progress seems to be inconsistent on Xbox One. Some times it will take less than a minute and other times it can take 12 minutes. (example below).

Steps to Reproduce:

  1. Join a game and hope

Reproduction Rate (Choose One):
Common (< 50%)

Additional Information:

  • I have the OG Xbox One console
  • I was hosting this game in particular, though it happens when joining others as well
  • The mission in the example video below was initiated via Quick Play
  • No downloads/updates running during the mission (may cause network lag)
  • Was not in an Xbox Live Party (may cause network lag)
  • My internet is 60Mpbs Down, 20 Mpbs Up
