Melee weapon behaviour when player triggers Special Action whilst blocking is not consistent/as expected

Issue Description:
If player tries to Trigger Special Action whilst holding down the block button - some will execute the special action (chain axe/swords, combat axe) whilst others nothing will happen (force sword, power sword, tactical axe). My expectation would be weapons would behave consistently (and I am using the implementation of Saltzpyre’s Rapier from Vermintide as oracle for expected behaviour).

I tested this using both controller and mouse-keyboard input.

The above list of affected weapons is not exhaustive.

Apologies if this is a duplicate issue I looked but could not find an issue describing this problem.

Steps to Reproduce:

  1. Equip character with Force Sword/Power Sword/Tactical Axe
  2. Go to the Meat Grinder/start a mission
  3. Ensure melee weapon is equipped
  4. Press and hold Secondary Action (Block) input
  5. Press Weapon Special Actions input (whilst still holding down Secondary Action input)

Actual result
-Nothing happens/an animation is triggered but then immediately cancelled.

Expected Result
-Weapon Special Action is triggered and once animation completes character returns to blocking.
