When players are downed they are able to receive healing from the medkit AoE, despite it not going anywhere. This rapidly depletes the 400 HP reserves.

It keeps them from being “dead” dead and stops them from draining health, or do you mean it drains when they’re even at 100% red?
I don’t think this is a bug? Can you explain what you mean by it depleting reserves? This is widely used as a genuine tactic to save players, unless something changed in a reason update I have used medkits to save downed players from death a number of times. Would be nice if you could explain this further.
But dead and downed are two different states, so it will need some clarification.
