Massive fps drops since PC upgrade at predictable interval

Every time I start the game, after approximately 4 minutes and thirty seconds the game drop to single digit frames and proceeds to lag that affects the rest of my pc as well. this lasts roughly 40 seconds and then everything returns to normal.
This has started after I have upgraded my pc to a new cpu (AMD Ryzen 7 7800x3D) and gone up to DDR5 RAM. I
I have tried setting the game to Dx11, disabling overlays and limiting cpu threads used.
