It seems like pressing ‘R’ with the Brain Burst / Staff / Force Sword out literally does nothing to increase the pace of your passive quelling. Either that, or it increases it by so little it’s completely unnoticeable.

Apparently, manual quelling only does anything in the first 5 seconds after using a Warp ability, after which the passive quelling takes hold. It’s an interesting idea, though certainly not intuitive or clear.
it starts your quell a lot faster than waiting for the passive to kick in. Manually quell until the passive kicks in for best results.
I see, thank you for the clarification. I’ve tested it, and it doesn’t seem to start your passive quelling earlier, but is simply an additional source of quelling before the 5-second cooldown on your passive quelling starts. I will edit my original post accordingly.
