In V2 all classes had +20-40% or even +40-60% melee damage against staggered enemies.
It might seem not important at first but it prevents enemies from getting up 10 times and it gives stagger a way more important role.
Having this only as blessing is stupid, because most blessings apply more damage without the need of stagger.
Skullcrusher is just a waste of a blessing and instead should become a base feature in my opinion.

Not the final sentence, tbh. I deleted my earlier post since it’s irrelevant.
The absence of this feature is probably one of the main reasons why melee feels like you’re swinging pool noodles around.
me I like skullcrusher, just locking it in second slot on most ogryn weapons or blunts that aren’t hammers. free damage is free damage, confident is straight unneeded. I can get 70+ toughness back from a heavy when I have less than 25% HP, honestly Ogg can live all game with low HP easier than Zeal.
However yeah the stagger system should have just been incorporated into the game. maybe it will be on the skill tree, lol.
Especialy with the zealots crusher. Feels like a wet newspaper.
