Issue Description:
The Kinetic Flayer passive can proc at critical peril, going on cooldown but not triggering Brain Rupture

Steps to Reproduce:

  • Build Peril to critical levels
  • Shoot enemies in the Psykhanium with a fast firing weapon (e.g. Recon Lasgun)
  • Observe Kinetic Flayer cooldown buff appearing
