Item tagging counts for Social Wheel

Issue Description (Required):

Tagging an item can consume Social Wheel uses. If you use the Social Wheel too much in a short period, it will prevent you from using normal Social Wheel messages, even if you haven’t actually used any.

Steps to Reproduce (Required):

  1. Spam mark on something like a Chest of Trials or Healing Draught.
  2. Attempt to use a Social Wheel message, like “Help!” or “Come Here!”
  3. Attempt blocked.

Yes, but I haven’t tried disabling them
