Have they even fixed all the exploits associated with it? Like quell cancelling and whatever else existed? Most recently I ran into someone using macros with Deimos, just some really sad individuals out there.

Macros are as effective as ever if there was anything other than quell cancel I don’t know if they touched it or not

Quell speed has little to do with anything. Not when the class is absolutely loaded with talents and abilities that give you free peril reduction and safety nets to keep the poor widdle psyker from having to engage with the supposed “risk” of exploding.
